I hope Google's algorithm is excellent, or it could force down the rank of legitimate pages. New services are often on the receiving end of a lot of takedown requests. A recent example of where this can go wrong is the case of LendInk, a legitimate ebook sharing site that was taken down by the actions of an angry mob of authors.

I'd prefer Google not do this if it means legitimate services are ranked lower, but they can do whatever they like with their service. No doubt this move will help Google with some of its other negotiations with content creators.
