Is what I'm seeing normal for Android? Is there anything I can do to reduce the battery drain (other than turn it off when not in use)?

Have you tried airplane mode? I automatically turn it on with a new tablet since past experience has shown me that Android keeps trying to turn on a phone radio even if none is present.
