I am guessing GE Money Bank is doing this then. The people I talk to didn't speak good English and was no help. I normally pay with PayPal but my PayPal is empty at the moment and the money is on my prepaid card is all I got. So I'll just keep using PayPal's credit card processing to buy from now on.
They can't block themselves I don't think.
