I finally found a way to purchase with my Card. I choose to pay with PayPal and instead of logging in to PayPal. I was able to enter my Card through PayPal's CC form and it went through. You do not need a PayPal account to pay this way. I don't know why I am having problems. I've purchase Kobo books over a year with this card.
Contact your card provider. They may be blocking the card at that retailer for some reason.
