Well then my guess then it's because the publisher has specified a fixed line spacing in their style sheet.
You can do this in epubs and KF8 seems to be similar to that format.
Both of my KF8 books are from the same publisher Harpercollins via Avon Impulse line.
I'll have to explode the book and look at the code.
