My guess as to the reason that Kobo doesn't have an open beta test is that someone in Kobo management is afraid that they'll get a bad reputation if they release buggy beta test versions.

Or... they think that their features are so commercially advantageous that they don't want to give the competition a peek in. To that: is Facebook sharing a feature tipper? Probably not. Is Reading Life a feature tipper? Probably not? Is the Japanese version a secret? Ummm.. no.

This mentality is also leading to the massive release every 3-4 months, rather than smaller releases fixing the bugs. So, any problems or bugs are taking months to get resolved, and when they are, you get a whole set of new problems and bugs.

And, as is becoming clear from some of the posts of the beta testers, they load the software in ways that normal users don't. So no one is really testing the normal user update experience.
