This behavior is hardcoded in the Qt toolbar class, so it isn't going to change. Use two toolbars, or resize the buttons so they all fit, or re-order them so that only rarely used ones are in the hidden area.
And note that you do not have to click the little arrow to show the popup. Just right click anywhere in the button.
