Yes, exactly! and YES, it is a bit trivial but just something to be aware of.

I have your "Quality Check" Plugin installed and it just so happens to be on my second row as well. It also contributes to the problem slightly. The little side arrow (that when clicked shows the multiple options) is at the very bottom and when I click it the secondary row disappears but the menu for the options remains. Kiwidude, I've attached a couple of screen shots for you to look at.

In any case here are 2 possible fixes for this....
First use smaller Icons for the tool bar buttons.
(Preferences -> Look & Feel -> Tool Bar "Icon size")
Second Remove the button names from the tool bar.
(Preferences -> Look & Feel -> Tool Bar "Show text under icons")
Both options will shink the displayed length of the tool bar so it may be that all the buttons are visible in 1 row.

Done that first suggestion, still an issue. (not shown in attached images, done after the fact) Even removed some of the options to bring some of the second row icons onto the first.
