I think that the bottom line is within the area of the pop-up section at the bottom of the screen, so the driver thinks it's out of the 'usable' screen area. As in: the driver isn't paying attention to the state of the screen when determining which region a touch is in.

As a side issue, when the pop-up section at the bottom of the screen pops-up, you can't clearly see the bottom line of the text to manipulate the selection handles. You sort of have to guess as to what you're trying to hilight.

Going from memory here: It would also be nice if once you have made your selection, and hit the annotation pencil, and the Touch has greyed your selection (saving the annotation), that the pop-up section at the bottom would disappear, as there really isn't much more you need to do at this point.
