You can still skip chapters by swiping up or down, you just can't see the markers since there's no progress bar. (I still kinda wish there was)

The Touch can be blamed. It definately doesn't show chapter marks even if they're there and would show up on other Kindle models (but does follow the marks for chapter skipping).
