I think you will find it is because the Adobe Reader software was not available for Kobo to implement on all platforms, so they developed their own format / rendering solution / DRM solution that they could implement on whatever platform they wanted; ie iSomething / Android / Mobile Phone / Web Interface / Blackberry; and yes, the format is based very closely on the ePub standard.
