The vast majority of the population lives in towns large enough to have a library. I'm originally from a small town, and in my experience, people in cities are much more likely to be readers than those in small towns. Readers tend to want to live where they have ready access to book stores and libraries. Having to drive an hour to get to a bookstore isn't conducive to reading.
