What exactly do you mean by "PDF reflow"? PDF format in general gives a two dimensional stretch of stuff, perhaps multiple columns, perhaps little text boxes and image boxes all over the place with no clear order, perhaps headers and footers in various formats, perhaps footnotes at the bottom of the page, or notes or other indicators in the margins, etc. How in general is this all to be recognized and then "reflowed"?
