I'm not sure what formats and download mechanism Libraries use in the UK, but if it's anything like Canada, your choices are ePub or PDF, and both are DRM'd with Adobe DRM and are actually downloaded from Overdrive. This means you need to download the books to your PC and open them with Adobe Digital Editions. To convert them for a Kindle, you'd need to remove the DRM (google Apprentice Alf) and then import into Calibre and convert to Mobi format. (Conversion from ePub works well, from PDF less so.)

The legality of this in the UK is outside my expertise and I am not trying to start an ethical discussion here, just to answer the basic question of can it be done, and how, within the requirements of Mobileread. Note also that Calibre is not the DRM removal agent. That is done by a third party add-in available from the referenced source.
