Amazon is registered in Luxembourg as headquarters/principal place of business hence Amazon sales originate in Luxembourg i.e. source point regardless of type of Amazon (uk, de etc) and is governmentally determined to be this... geo-restrictions are publisher/contractually determined - no connection between VAT and geo-restrictions...
