That's a known issue when shopping there and apparently has something to do with how they only get the money from Paypal after some sort of delay, according to previous Baen's Bar discussions. You can contact their customer support, who are generally willing to manually issue a code.
But yeah, you basically have to pay with credit card or micropay in order for the system to provide the gift option to pass on.
