You can probably search for some screenshots of the two different home screens, but I can give a quick summary.
The iPod Touch has a grid of 4x4 icons with 4 favourites at the bottom. The gap between the icons is only maybe a third of the width of one icon.
The aim of the design is to get as much in as possible without reducing the size of any one icon to smaller than a fingertip, and allowing you to clearly select your target icon rather than an adjacent one.
The iPad has a grid of only 4x5 icons plus 6 favourites at the bottom, despite the much much larger screen. The gap between icons is close to two times the icon width. Each icon is maybe only 1.5 times bigger than the iPod Touch icons.
The aim of the design to to have a more comfortably spaced out look, and avoid squeezing things in too much.
If you added as many icons to the iPad screen as possible, using the iPod Touch icon size and spacing, you would be looking at close to 100 icons per page, and it would look hopelessly fussy.
If you scaled the iPad screen down to iPod Touch size, each icon would be minuscule and it would be difficult to tell different icons apart.
