Well, "limited" is a key word as well. I can't comment for Great Britain or other countries, but for the United States, the question that really is at stake is whether or not fan fiction (that is not used for any sort of financial gain) qualifies as fair use. In the United States, there really is only one way to find out, and that is for some author of fan fiction to be sued and for the courts to ultimately weigh in on the matter.
