The On Device column will only show when your device is plugged in and calibre sees it. If you have your device plugged in and it still doesn't show, chances are that calibre isn't "seeing" your device as being connected. Usually (for me) this is because some other device is plugged into my computer like a phone at the same time (unplug it), or else try a different usb port, cable etc.
