There are two problems:

1. The Kindle does not display ePub books. You need an ePub reader to read ePub books.
2. Very few (if any) ePub devices currently support right-to-left languages such as Arabic.

There is a solution: PDF format. If you have an Arabic book in PDF, formatted for the page size of the Kindle, it can be displayed. But as ePub? No.
