I borrow library books all the time in Kindle format and have never had to connect my Kindle Touch to my computer via usb. They download through amazon.com and are added to my library on my Kindle Touch through whispernet (either wifi or 3g).
It's possible that I've yet to borrow a Penguin book but all of the books that I've checked out from my library deliver wirelessly and do not need to be sideloaded.
However, I DO use a laptop to browse the library and complete the checkout. I have not tried to use my Kindle exclusively because the screen is so small, browsing through the library website would be quite annoying with the Kindle experimental web browser.
