She is talking about Kindle Owners Lending Library books, which must be borrowed on the Kindle, not on the computer. (Or maybe she's not.)
And readers like the Nook and others, that allow ADE books, don't those have to be loaded by USB? Other than the Sony T1, Kindle is the ONLY one that doesn't have to be side loaded via USB (except for those Penguin books) as far as I know.
