I have the Basic Membership Plan and there's no fee. I qualify for most of the offers - percents off, $10 credits, $0.99 audiobooks, etc. Every now and then, I don't qualify for an offer. This plan is no longer available.
The one you're referring to might be the AudibleListener Light Plan:
