They essentially were meant for the same audience for comic books, before there were comic books. Which ultimately killed these things off.
I'm not sure of the publishing schedule of Doc Savage, but The Shadow was published twice a month. So its stories were written in two weeks, for about a 180-200 page novel (in paperback terms)
