When they were delivering over 3G, and (at least in theory) it cost Amazon per delivery, passing it on (kinda) made sense. Delivering online, OK, bandwidth isn't free, but the cost to Amazon to deliver any file that is small enough to run on any Kindle, rounded to the nearest penny, is zero.
