I still don't get this.
If the point of sale of the digital file is the end users computer then Amazon should have to charge 20% VAT, if the point of sale is Luxembourg (for 3% VAT) then there should be no geographical restrictions on ebooks because the point of sale is the sellers registered office.
Can't have it both ways - Then again, never did understand accountants
