Mundane translation:

GURPS: a "tabletop" or "paper and pencil" roleplaying game (RPG), in which each player takes on the role of one (or sometimes more) characters in a story being cooperatively told by the players and the Game Master.

Generally such a resistance is a character option that uses up some of the "points" (or other limited resource) used to construct the character, i.e. a character with "resistance to shiny" may have to accept being weaker physically or more susceptible to bouts of Unutterable Silliness.
