Actually you are right, about the steak tartare although the Canadian foodsafe course teaches that it is illegal. it s generally seared on the outside to kill e-coli and then chopped so it looks raw, but I am sure that not all restaurants do this. Still I am pretty darned sure about the Safeway not giving away raw meat samples to eat in- store.
