Yes. On the K4 and K5(touch) a lot of the hacks do not require a jailbreak (which just installs a jailbreak key).

The jailbreak allows you to install signed update*.bin files. Most hacks for the K4 and K5 install using unsigned files using either the "data.tar.gz" and RUNME.sh method, or can be installed directly using an SSH command prompt on the kindle.

In otherwords, on the newer kindles you can install hacks WITHOUT jailbreaking the device.
