I've never heard of one in all the years I've been here, but that doesn't mean it isn't done. I've seen dozens of neighbors come and go, and always, when moving in, the new people are always the ones to give out gifts.
But... it's VERY unusual for Japanese to have parties IN their homes for any reason. Houses and apartments tend to be very small, and to have several more people inside really gets crowded unless everyone remains seated. It's not even so common to invite another couple over for dinner. VERY COMMON is to have a party at a local restaurant or pub. All of them have private rooms just for that purpose, and can easily provide the food and drinks for larger numbers of people at the same time.
I live in what is considered a good size condo, sized for a family of four. But when I invite another couple over for dinner, the house really feels crowded, even with everyone just sitting at the dinner table. I will say that it's very difficult for me to cook for more than 4-6 people at one time due to space in the kitchen.
