For maybe 3% of my books the limit was 4. For some there doesn't seem to be any limit at all.
You're right: You (again, Amazon rules) can manage your Kindles (apps and actual Kindles) online. You can delete some and immediately replace by new ones. As long as you don't go online, the books even remain on the deactivated units. My old US-only Kindles still hold all the books I had on them back then.
But if you go the regular way, the number of units is limited...
