I assume you mean QA of the content before it's live? If so then yes, that could be done, but I have a feeling there are a lot of books added to our catalog on daily basis, and so there would be a lot of effort required to check every book
I'm 50 / 50 with you on what you were told about being able to read the book. You can access the content of the book, which is the main thing. However, it is somewhat akin to getting a new hardback book and the dusk jacket being ripped.
Out of interest, on iOS, if you open the book to the very first page, which should in theory be the cover image, if it does show the image, then a) is it the cover image, and b) does it display correctly, or is it corrupted like the image displayed in the Library shelf?
