I think you've misinterpreted what was said. I believe Barcey meant that ever stronger measures pushed through that are supposed to clamp down on copyright infringement will (incidentally or by design) ALSO infringe on things like privacy and certain freedoms we currently have.

Edited to add: I also thought it (copyright infringement) was subject to civil law, not criminal.
