The built-in calibre reader can be resized like any window to whatever you prefer. That preferred window size can be saved and will apply whenever you open a book with the calibre reader if you set it thus:
Open a book in the calibre viewer. Resize the window. Along the left of calibre reader window you'll see icons. Look for Preferences icon (gear cogs). If that's not visible click the double arrow at the bottom of the sidebar of icons. Click that Prefs icon. Near the bottom are some checkboxes. Check: "Remember last-used window size and position".
There are other variables. If you don't want to deal with CSS and font and font-size, line height is easily adjustible. You can set minimum line height for conversions in Prefs/Conversions/Common Options, or in the conversion dialog box Look&Feel. Mine is set at 120.0%. You can also change top or bottom margins to different values in Conversion dialog, Page setup.
Regardless, in the calibre viewer any lines at top or bottom can be scrolled up or down in the reader. AFAIK, between different books, line heights, fonts, fontsizes, margins, etc, any solution of any regular conversion settings will not apply to 100% of all books 100% of the time.
