It will matter if someone is holding off buying, looking to get it cheaper but wanting 16G. There has never been an 8G ipad, so I'm not sure how that's relevant... 16G has always been the baseline, as 8G was originally for iPhone (forgetting the forgettable 4G). When they run out of 8G storage you might see higher capacities in the "lesser" models. That *could* be, next time round, but I wouldnt depend on it, myself.
For those wondering, don't expect an iPhone announcement in June, that is going to be all about new computer hardware, and Mountain Lion.
