I agree with the jist of what you're saying but this last part is not quite true. I understand that only about 2 out of the 6 main publishing houses license their books for use in public libraries. So there is no guarantee that most books you are interested in will become available there.

eBooks from Public Libraries are only a subset, at best, of the total of all eBooks available.
