"Hard to say" results from faulty definitions of SF and Fantasy. Neither is an exclusive genre. A story can easily be both.

Spoiler:
Lord of Light reads like fantasy until the "scientific" explanation (in SF terms) is revealed toward the end leaving it pure SF.
