Tried a soft reset ?
Or a hard one ? - but you'll lose all content, so back up if possible....
Have you charging it on mains ? Most phone-y / satnav-y / camera-y charger plugs with the right end fitting will do the trick - but nothing Apple-y, they don't agree with each other.
