I'm actually running a surplus of over 300,000 Energy above my base need. But then I keep a small population.
And frabjous day, callooh callay, it turns out that you can rid yourself of excess Bliss to the tune of up to 20% by adjusting your political alignment (limit of once per cycle), provided you're willing to lose the same % of Bucks. Best done after levelling or allying or moving/buying stuff, but so far I've managed to dump a full 80,000 of my surplus Bliss today. Only 60,000 more to go!
