Everybody runs with an energy deficit all the time, and jumping levels almost always mean running behind on energy.
You need [population x level] in energy--which means that when you go up levels, you immediately need [population] more energy points.
I am trying an experiment with extra bliss to cover the cost and am currently just over 1 million energy points in the hole.
... I am so sunk.
