There are many Universities in the Metro DC area, Annapolis is normally not included in that mix because it is a bit further out. There is George Mason, George Washingotn, American University, Georgetown, and a whole host of others. I don't think any of them are located in Alexandria.

Northern Virginia tends to be very well represented on the list of richest districts in the US. There are quite a few individuals running around with fancy degrees who work for Contractors or the Government. It is not surprising that one of those cities would show up on a list like this.
