That question will take a bit of time to answer.

The starting of the Wifi by the browser is somewhere in the browser or browser control files - all Amazon stuff.

It is not "normal" system behavior, somebody at Amazon just trying to be overly helpful - a "normal" browser behavior would be to give an "unable to connect" message.
