Which means, that they are only available to people in the US, who are Prime Members, and who own Kindles. You can borrow one book a month as a Prime Member so it willt ake a minimum of seven months to borrow the entire series.

So obviously it is simply marketing, read one harry potter book for "free" and buy the rest...
Although if you enjoyed the book I don't see why someone wouldn't purchase the rest of the series, although I also don't see why someone wouldn't borrow the book from their public library, the wait is probably the same. If they even could borrow the ebook from their library.
It sounds like a bit of walled garden to me.
