We've moved things around in the last update (there should be a help tip when first reading after upgrading to explain it). Comments are now posted by making public notes: just highlight some text, create a note, and tap the checkbox to share to Kobo.
There are two big benefits to this:
•Public notes include the highlighted text for reference
•Public notes appear in the margins next to the text they reference
