That may or may not happen, but there also may be more or less votes in the run-off which could also change the outcome. But even if we tie again, we'll just use the final tie-breaker.
This situation does kind of make the main point of a run-off moot though, since it is mainly so that those who voted on options that didn't make the run-off can recast their vote, and we have none of those!
