I would not count on a color version any time soon. Amazon has the Fire, only sold in the US, right now. It is a 7 inch LCD device that can be used as an e-reader but is mainly a small tablet.
Color e-ink has proven to be difficult to build. Many companies have been working on it for a while. Most of the reports come back that the screen refresh rate is really slow and that the colors are not that good. There is one e-reader using a color screen right now but I read that it not really color e-ink but that it somehow used filters.
Given the cost of developing a color e-ink screen, the price of a color e-ink reader is likely to be pretty high. Amazon, Nook, and Kobo sell tablets for $200 right now. I am guessing that a color e-ink screen would be over $200. That is probably going to be deemed too high when you can buy tablets that are a bit bigger, do more, and cost less.
Pure speculation on my part. I could be wrong.
As for the Dutch, as I understand it, you can buy and add your own dictionary to the Kindle.
