For the amount of space they take up (and considering that one essentially surrounds them with unneeded-production suppressor assets), I'd actually consider picking a different type of city core, upgrading it all the way, and then surrounding it with enough high-income Bliss and Pop to bring the Pop down to whatever number you'd feel comfortable adding on a semi-regular basis.

That way Energy and Food etc. are all provided by the surges, enough to cover the Pop increase, though it might take a bit of math to figure out the best balance.
