You may want to wait before leveling up (not just rushing, just because you have the bucks).
On the other hand, low energy can be good - get rid of excess bliss, which means less military costs.
Right now, I'm running -163,676 on energy (and only bleeding off 7% per cycle). I'll probably run a couple of cycles surging only energy to catch up (adding 12,000+ people at once was a bit of a strain on resources).
