I have two - one for extra population. Don't use it much, though, since other assets give much better pop and food at higher levels (better than two cores and only take two spaces and can sit on quick charges).

Same with energy (reactors on all remaining quick charges.

For that matter, a family member started a freehold and has only one core (and surges pretty much only energy most of the time, with population the secondary selection) and has made it to level 10 without any problem (maybe 11, by now).
