Surrounding means that you put Population and Bliss assets in the squares around the one where your City Core is to stop it from producing Bliss and Population when you surge it.
Each asset placed next to a City Core subtracts half that asset's regular surge yield from the Core. For example, if you have a News Source which usually provides 600 Bliss, and you put it next to the Antimatter Town Core which provides 1000 Energy/500 other, then the core will only produce 200 Bliss, and you'll need another asset which normally produces at least 400 Bliss to get the Antimatter yield down to 0 Bliss.
